Rehabilitation of 17 No. and No.6 Flood Damaged Mini/Micro Hydropower Projects

Project Brief

With the financial support of Pakhtunkhwa Energy Development Organization, SRSP is implementing the rehabilitation of 23 flood damaged Mini Micro Hydro Projects (MHPs) in the districts of Kohistan (Upper, Lower, and Kolai Pallas), Swat and Shangla. These schemes collectively have a generation capacity of 4,980 kW and are expected to benefit 28,380 households. The total investment for these rehabilitation works amounts to PKR 765.07 million, covering both civil works and Electro-Mechanical Equipment (EME) & Transmission and Distribution (T&D). The rehabilitation work commenced between August and November 2024, with all schemes having initiated construction activities such as power channels, intakes, gravel traps, forebay tanks, and powerhouse works.

The first portfolio, covering 17 MHPs in Swat and Shangla, represents an investment of PKR 585.874 million and will ultimately restore 3,765 kW of generation capacity for 22,261 households. Rehabilitation activities formally commenced in July 2024, with all sites going through sequential civil and electro-mechanical phases—including reconstruction of intakes, power channels, gravel traps, forebay tanks, and powerhouse works. By June 2025, SRSP had successfully rehabilitated 13 of the 17 schemes, of which 9 were fully operational, supplying clean, uninterrupted electricity to communities for the first time since flood damage. The operational schemes—such as Bela Nowjawanan, Seero Falahi Tanzeem, Tanzeem Nojawanan Chakeser, and Hashmi Falahi Tanzeem—demonstrate SRSP’s strong field capacity and systematic approach to community-led energy restoration. Several larger schemes, including Umeed (500 kW) and Utror DTT (500 kW), are in the final stages of civil and EME installation and will significantly expand off-grid energy access upon completion.

Parallel rehabilitation efforts progressed in District Kohistan, where PEDO entrusted SRSP with the restoration of six flood-damaged MHPs, with a combined generation capacity of 1,215 kW and benefiting 6,119 households. With a financing envelope of PKR 179.195 million, the project advanced rapidly, with all six schemes rehabilitated by mid-2025. Of these, three are currently operational, providing stable electricity to communities that had previously relied on candles, firewood, and diesel generators. The remaining schemes—although physically completed—are undergoing final testing, commissioning, and community handover procedures. As in Swat and Shangla, the Kohistan schemes also required extensive reconstruction of hydraulic structures, replacement of electromechanical equipment, and upgrades to transmission and distribution lines.

Across both regions, progress was achieved under challenging environmental and logistical conditions, including difficult terrain, heavy monsoon activity, access constraints, and the need for specialized machinery for turbine installation. Despite these challenges, SRSP teams, together with local community organizations (COs and MCOs), ensured continuous field supervision, transparent procurement, and strict compliance with technical standards recommended by PEDO and SRSP’s engineering unit.

Objective

  • To restore and enhance clean energy access for flood-affected communities in District Kohistan.
